You mentioned 'the decline in trust' as an important factor. A key aspect of inter-operability are the standards for identity proofing and the registers of trusted organisations that could help to 'reboot' a European... or global.. 'web of trust'. This will probably involve a shift from state-centric eIDAS solutions and the complex web of inter-operability between them, to something more citizen 'self-sovereign' I think perhaps the final point under identity is suggesting that as a 'final goal' but it seems a little weak / uncertain about it.

eIDAS doesn't include e-Archiving. Therefore we miss the link to trusted services provided by e-GOV and the Long Run perpective.
